Revitalization Planning: Fort Edward, New York Brownfield Opportunity Area Program
The New York State Brownfield Opportunity Area (BOA) Program provides municipalities and community-based organizations with assistance to complete revitalization plans and implementation strategies for areas affected by brownfield sites. As a requirement of the first step of the three-step BOA Program, the Pre-Nomination Study is intended for communities that are uncertain about existing conditions and have minimal or no information about brownfields that are impacting their community. The Pre-Nomination Study provides a preliminary description and analysis of the community’s proposed BOAs.
BRS was contracted by the Town of Fort Edward to develop the Town’s Pre-Nomination Study. In this role, BRS planned and facilitated meetings with the BOA Steering Committee, property owners, and community members. BRS also conducted in-depth research into dozens of potential sites of interest, including scouring federal, state, and local records and performing field inspections of each site.
The Pre-Nomination Study ultimately identified 25 sites of interest throughout Fort Edward. The location and potential end uses of these sites lent themselves to establishing neighborhood divisions for grouping the sites. The report also provided a preliminary description and analysis of these six proposed BOAs. These groupings will form the basis for future revitalization efforts under the final two steps of the BOA Program, Nomination and Implementation Strategy. BRS also developed Fort Edward’s two successful BOA applications for the Nomination step of the program.
